Non-Himachalis who purchased land under Section 118 relaxation of the Tenancy and Land Reform Act will now face a 150 percent hike in building plan approval fees, compared to Himachali residents, as per a recent decision by the Himachal Pradesh government. According to government officials, exemptions will be given for residential plots up to 100 sq m, BPL families, EWS, and government-notified housing schemes. The Essential Certificate (EC) fees for non-Himachalis have been set at Rs 25,000, Rs 50,000, and Rs 1 lakh for plot sizes of 2,500 sq m, 10,000 sq m, and over 10,000 sq m, respectively.
Himachalis will also face increased fees for building plans, land use changes, and alterations, with variations depending on the location. The state’s Town and Country Planning (TCP) Department has notified the Himachal Pradesh Town and Country Planning (12th Amendment) Rules, 2024, amending Rule 16 of the 2014 rules. Public objections and suggestions have been invited within a month.
