In a major setback to the Congress government in the state, the Himachal Pradesh High Court on Wednesday declared the appointment of six Chief Parliamentary Secretaries (CPS) unconstitutional, ordering their immediate removal along with the cessation of all associated benefits and perks. These appointments were made by Chief Minister Sukhvinder Singh Sukhu on January 8, 2023.
The court also annulled the legislative Act that had facilitated the appointments. The six CPS, whose positions were revoked, include Kishori Lal (Baijnath), Mohan Lal Brakta (Rampur), Ram Kumar (Doon), Ashish Butail (Palampur), Sunder Thakur (Kullu), and Sanjay Awashty (Arki). The High Court passed an order acting on the petitions filed by 11 BJP legislators and a public interest litigation by Kalpana Devi.
